Summary

  • To strengthen this integrated approach in Nigeria, GAC is seeking a HDP Nexus Technical Specialist will provide strategic, technical, and programmatic support to both development and humanitarian portfolios.
  • This role is critical in promoting a coherent, coordinated, and gender-responsive Nexus approach across Canada’s engagement in Nigeria.

The Technical Specialist will help ensure that GAC-funded initiatives:

  • Are conflict-sensitive and tailored to the local context
  • Contribute to long-term resilience and inclusive peace
  • Respond effectively to evolving humanitarian needs
  • Reinforce locally driven solutions that address root causes of conflict

The Role

  • The FSSP will engage a local Humanitarian, Development, and Peace Nexus Technical Specialist on a part-time basis to provide technical support to GAC in advancing humanitarian and development programs in Nigeria.

Key Responsibilities
Strategic Analysis & Advisory:

  • Align HDP strategies with the Nigerian National Development Plan and relevant state-level recovery frameworks.
  • Coordinate inter-sectoral planning and implementation that addresses root causes of conflict and displacement.
  • Promote adaptive programming approaches that reflect changing conflict and development dynamics.
  • Produce strategic briefs to inform GAC programming.

Program Design & Quality Assurance:

  • Provide technical input to HDP Nexus integration in program design and implementation.
  • Ensure integration of conflict sensitivity, gender-responsive, resilience-building, and local ownership strategies into programs.
  • Facilitate the transition from humanitarian relief to development in conflict-affected areas.
  • Review partner proposals and support monitoring efforts.

Coordination & Stakeholder Engagement:

  • Represent GAC in coordination forums, technical working groups (TWG) and donor platforms on HDP nexus.
  • Facilitate collaboration across Canadian-funded partners and teams.
  • Engage with government, civil society, and local actors to strengthen understanding of the HDP nexus opportunities and challenges specific to Nigeria.

Monitoring, Learning, & Knowledge Sharing:

  • Track the effectiveness of HDP interventions in promoting resilience, recovery, and peace outcomes.
  • Document and share lessons learned, best practices, and case studies from the Nigerian context.
  • Identify and share lessons learned, case studied, and best practices in HDP programming.
  • Train GAC partners, to strengthen HDP-related knowledge and skills.

Required Qualifications
Education:

  • Post-graduate degree from an accredited, recognized institution in relevant discipline International Development, Political Science, Humanitarian Affairs, Peace and Conflict Studies, or a related field.

 Required Skills and Experience:

  • Minimum of 5 years of experience in humanitarian and development sector with direct experience in at least two of the HDP pillars.
  • Field experience in fragile or conflict-affected contexts, preferably in Nigeria – the BAY states.
  • Experience working with bilateral donors, UN agencies, or international NGOs.
  • In-depth understanding of humanitarian standards (Sphere, CHS, HAP, etc.).
  • Familiarity with the Nigerian humanitarian architecture, including OCHA coordination and local NGOs.

Competencies:

  • Strong knowledge of Nigeria’s conflict, political, and socio-economic landscape, particularly in the Northeast, North Central, and Northwest.
  • Proven experience applying integrated humanitarian, development, and peace approaches in fragile or conflict-affected settings.
  • Ability to apply conflict-sensitive, peace-responsive, and Do No Harm principles in programming.
  • Experience designing or managing multi-sectoral programs with donor funding (e.g., USDA, FCDO, EU, UNDP).
  • Familiarity with Nigeria’s peacebuilding and transitional justice frameworks.
  • Excellent written and verbal communication skills, with the ability to provide policy advice and facilitate collaboration.
  • Flexible and solutions-oriented, with the ability to navigate complex and rapidly evolving contexts.
  • Experience working with ethnically and culturally diverse communities.
  • Respect for diversity and strong commitment to localization and community-driven approaches.
